How to tell if bootloader is locked or not.

I have seen different threads on this but I wasn't sure if they applied to all androids cause some didn't make sense dealing with the htc one s, but i just want to know. If you were to buy a used htc one s rooted (that's all you know, no custom firmware) what are the steps you would go through to see if its bootloader is locked or unlocked. and just to make sure, you turn it on while holding volume down to see if it is s-off or s-on right? if it is s-off does that mean that the bootloader is unlocked for sure? thanks a million i am new to htc, i am more fluent in samsung.

EDIT: I think I figured it out, but keep thread for others with same question, if I am right then if it is rooted then it definitely is bootloader unlocked because unlocking the bootloader is what gives you root priviledghes.
